Revival Of The Real Estate Sector: Important Steps Introduced By The Government

The government has announced some major reforms which will revive the real estate sector, which was already going through some tough time under the previous government. These reforms include simplifying the rules for obtaining a permit for building and layout construction and addressing public concerns while facilitating fast processes for developers.

Simplified Rules for Getting Building and Layout Approvals

  • Online Applications: To clear the permits in time, the government introduced online application for building constructions up to five floors.
  • Simplification of Layout Permissions: The process for getting layout approvals has been simplified, including a cut in the road dimensions that are required to offer greater flexibility.
  • Elimination of NOCs: The No Objection Certificate made mandatory in case of layouts near institutions of the central government has been removed. This led to a reduction in the delay period.

These amendments aim at curbing unauthorized layouts through making legality easier. Further, the state governments have also done a study of good practices across ten states to evolve appropriate reforms. Suggestions from citizen and real estate stake holders accompanied these amendments.

Upcoming Reforms: Immediate Permits and a Single-Window System

  • In-principle Clearance Right from Sankranti: A GO will be issued that will result in in-principle clearance for five floor constructions under licensed surveyors.
  • Single Window System: Plans are on to have a system that will have multi-storey buildings and layouts permit integrated in it. That would result in the integration of approvals from many departments in one.
  • Oversight of Municipal Corporation: Permits of constructions and layouts in urban areas will now come under municipal corporations rather than the urban development agencies.

These reforms are designed to streamline administrative processes, boost investor confidence, and encourage responsible development in the real estate sector.
